I'm glad to hear you thinking about the social and economic costs for implementing these necessary designs. As you say, we have the designs, we have the need, we just don't have the money. Interagency cooperation is the key. "Ecosystem services" needs to become part of every agency's vernacular, and built into every urban project's cost-benefit analysis. Multi-decade, multi-billion dollar civic bonds that transportation/recreation/renewal agencies can tap would be one way to do it.
