I fully agree with the three safety categories you've outlined:

1) disaster-proof (Fukushima)

2) madman-proof (Zaporizhzhia)

3) human-error-proof (Chernobyl, Three Mile Island)

And I would add a fourth safety category to worry about: making new nuclear plants "neglect-proof". My concern is that smart nuclear engineers will build and operate nuclear plants in foreign countries, and then when it suits them just walk away, leaving safe maintenance and safe decommissioning to chance.

Ghana could be the site of a new nuclear plant in 2030 built by Japan and the U.S.

Morocco could be the site of a new nuclear plant in 2030 built by Russia.

Uganda could be the site of a new nuclear plant in 2030 built by China.

Rwanda, Egypt, and additional plants in South Africa are also on the chalkboard for the next decade.
